Committee 21 is the first network of actors involved in the operational implementation of sustainable development in France.

Le Comité 21 est le premier réseau d’acteurs engagés dans la mise en oeuvre opérationnelle du développement durable en France.
Il a pour mission de créer les conditions d’échange et de partenariat entre ses adhérents issus de tous secteurs afin qu’ils s’approprient et mettent en œuvre, ensemble, les Objectifs du développement durable (ODD) à l’échelle d’un territoire. Composé de quatre collèges, il réunit les parties prenantes concernées en France : entreprises, collectivités, associations, institutions, établissements d’enseignement supérieur et médias. Ce réseau de près de 500 adhérents fonde son action sur le partenariat pluri-acteurs et sur l'action concrète. Le PNUE et le PNUD en sont membres de droit.

Rio en 1992, le Comité 21 est fondé le 17 octobre 1994 par Bettina Laville, alors présidente de la Fondation européenne pour l’environnement, et résulte de la fusion de cette structure avec le Comité français pour l’environnement, présidé par Simone Veil, et l’Entente européenne pour l’environnement, présidée par Huguette Bouchardeau, trois ONG qui, déjà à l’époque, rassemblaient collectivités, entreprises, associations,
« ensemble » qu’on n’appelait pas encore les « parties prenantes ».
Le Comité 21 n’est pas un think tank mais un « do tank », une plate-forme qui ingénierie des synergies entre acteurs non-Étatiques et Étatiques pour la mise en oeuvre des ODD par les Français au plan international, pour la France au plan national, et au niveau de chacun de ses territoires.
A ce titre, il peut se prévaloir d'être un « laboratoire de la métamorphose ».
