Elle repose sur un cahier des charges exigeant : atteinte d'un niveau énergie zéro tous usages énergétiques garanti sur 30 ans (le logement produit autant d'énergie qu'il en consomme) ; travaux en site occupé en une semaine ; surcoût financé par la revente d’énergie renouvelable et la réduction des dépenses énergétiques ; attention forte portée à la satisfaction des occupants (esthétisme, confort...).
Aux Pays-Bas, plus de 4000 logements rénovés selon les exigences EnergieSprong ont déjà été livrés, et plus de 10000 le seront dans les prochaines années. La démarche a fait ses preuves et transformé des dépenses d’énergie en dépenses travaux, augmenté la qualité et baissé les coûts de ces rénovations, et dynamisé le marché de la rénovation énergétique.
