Regen provides independent, evidence-led insight and advice in support of our mission to transform the UK’s energy system for a net zero future. We focus on analysing the systemic challenges of decarbonising power, heat and transport. We know that a transformation of this scale will require engaging the whole of society in a just transition.
Regen is a membership organisation with more than 200 members who share our mission, including clean energy developers, businesses, local authorities, community energy groups and research organisations across the energy sector. We also manage the Electricity Storage Network – the industry group and voice of the grid-scale electricity storage industry in GB.

New Report: Maximising the Value of Local Net Zero Planning
We’ve just launched a new report exploring how local authorities can evolve their decarbonisation planning processes to drive greater impact. Developed by Regen and The Carbon Trust as part of Innovate UK Net Zero Living Programme, this research highlights how local net zero plans—like LAEPs and LHEES—can be improved to help local authorities deliver ambitious net zero targets at pace.

🔍 Key insights from the report:
✅ Local net zero plans have been instrumental in shaping the national conversation and helping councils understand their pathways to net zero.
❔ However, these plans are often developed in silos, leading to misalignment with wider council strategies and implementation challenges.
🔑 Embedding the delivery role of local authorities into the planning process can help bridge these gaps.
📊 Stronger coordination between local authorities and energy system planners is essential for efficiency and effectiveness.
🔄 While there's no one-size-fits-all approach to local net zero planning, greater consistency in assumptions and outputs will improve comparability and impact.
🌍 Beyond planning, councils need to cultivate an "enabling ecosystem"—the skills, partnerships, and governance structures that support real-world delivery.

!?️ How full are the CP30 wind, solar and storage pots?
As promised, Regen has crunched the numbers and published a dashboard with our analysis of the pipeline of onshore wind, solar and battery projects against CP30 targets* for 2035. https://lnkd.in/eAgpGF_T
Hopefully, the dashboard will be useful to developers and others considering the impact of connections reform and what projects are 'needed' for clean power.
Spoilers:
👉 there are more than enough storage projects with planning to meet CP30 targets
👉 transmission solar in some zones and onshore wind in Scotland is oversubscribed
👉 there is capacity for distribution solar, and wind projects in England
Caveat: this is a beta product. As anyone who has tried this process will know the data sources are far from perfect with planning data months out of date. The dashboard is, therefore, a broad picture and definitely not a tool to assess whether your projects will meet the NESO Gate 2 criteria!
