La Entidad Regional de Saneamiento y Depuración de Aguas Residuales (ESAMUR) es una Empresa Pública Regional creada por la Ley 3/2000, de 12 de julio, de Saneamiento y Depuración de Aguas Residuales e Implantación del Canon de Saneamiento, adscrita a la Consejería de Agua, Agricultura, Ganadería, Pesca y Medio Ambiente de la Comunidad Autónonoma de la Región de Murcia.
La Ley de Saneamiento le asigna a ESAMUR la tarea de recaudar y gestionar el Canon de Saneamiento, aplicando estos recursos económicos a la explotación, mantenimiento y control de las instalaciones públicas de saneamiento y depuración de aguas residuales.
ESAMUR inición su actividad el 1 de Julio de 2002, fecha establecida por la Ley 3/2002 de 20 de Mayo de Tarifa del Canon de Saneamiento, para el inicio de la exacción del tributo.
Mediante convenios suscritos con los diferentes Ayuntamientos de la Región, que ostentan la titularidad de las infraestructuras, la Entidad asume la gestión y el control de las instalaciones de saneamiento y depuración existentes y las que las diferentes administraciones construyen en el marco del Plan General de Saneamiento de la Región de Murcia.
