The Council of the Notariats of the European Union (CNUE) is the official body representing the notarial profession in dealings with the European institutions.Speaking for the profession, it negotiates and makes decisions for the European Union's notariats.
The CNUE represents the notariats of all EU Member States familiar with this institution: Austria, Belgium, Bulgaria, Czech Republic, Estonia, France, Germany, Greece, Hungary, Italy, Latvia, Lithuania, Luxembourg, Malta, the Netherlands, Poland, Portugal, Romania, Slovakia, Slovenia and Spain. Croatia has observing member status.

🔵 Today, CNUE President Cosita Delvaux and Secretary General Vincent Tilman took part in the High-Level Forum on Justice for Growth organised jointly by the European Commission and the Polish Presidency of the Council.
This first edition of the forum brought together key stakeholders to discuss how civil and company law, along with the digitalisation of justice, can enhance the EU’s competitiveness and growth.
The opening remarks were delivered by:

🗣️ Polish Minister of Justice Adam Bodnar, representing the Council Presidency
🗣️ Ilhan Kyuchyuk, Chair of the European Parliament’s Legal Affairs Committee (JURI)
At the heart of the discussions of today's meeting:
✅ Simplifying legal frameworks to foster competitiveness, including the potential of a 28th regime for businesses.
✅ Modernising civil judicial cooperation instruments, such as the Brussels Ia and Rome II Regulations.
✅ Exploring the need for EU legislation on third-party litigation funding.
As the voice of the notarial profession in Europe, the CNUE is committed to contributing to these reflections and ensuring that legal certainty remains a pillar of economic growth and citizens’ trust.

🌍 Last Friday, the #CNUE gathered for its General Assembly under the presidency of Cosita Delvaux. The meeting brought together representatives of our 22 member notariats to discuss key developments at the European level.
🔹 The European Commission’s 2025 Work Programme was at the heart of the discussions, with a particular focus on initiatives impacting company law, digitalisation, and justice cooperation. Notably, the CNUE is closely monitoring the upcoming “28th regime” in company law, the European Business Wallet, and the broader fitness check of digital policies.
🔹 The participants also addressed the new High-Level Forum on Justice for Growth, launched by the European Commission and the Polish Presidency of the Council. This initiative will shape the EU’s justice strategy for growth and competitiveness, and the CNUE will actively contribute to these discussions.
📚 In parallel, the CNUE is currently developing a new #training programme for 2026-2027, which will be submitted for co-funding to the European Commission. If accepted, this programme will equip notaries with the necessary tools to navigate evolving legal, digital, and cross-border challenges.

🌍🤝 Strengthening Cooperation with the European Judicial Network (EJN)
Today, Vincent Tilman, Secretary-General of the CNUE, attended the Annual Meeting of the European Judicial Network in civil and commercial matters, held in Brussels.
During the panel on "Cooperating with Legal Professions," Vincent Tilman showcased practical examples - such as the European Notarial Network (#ENN - www.enn-rne.eu) - of how the CNUE, alongside EU notariats, works hand in hand with the EJN to improve cross-border legal cooperation.
🙏 A heartfelt thank you to the EJN and its Secretary, Sophie Chaigneau, for organising this excellent platform for exchange and cooperation.
