Dilcrah is responsible for designing, coordinating and animate state policy in the fight against racism, anti-Semitism and anti-LGBT hatred. La DILCRAH est chargée de concevoir, de coordonner et d’animer la politique de l’État en matière de lutte contre le racisme, l’antisémitisme et la haine anti-LGBT. La délégation interministérielle à la lutte contre le racisme et l'antisémitisme a été créée en février 2012 mais son champ d'intervention s’est élargi à la lutte contre la haine et les discriminations anti-LGBT fin 2016, et ce à la suite de la recommandation d’institutions européennes.
En 2023 son champ de compétence s’élargit à la lutte contre les discriminations liées à l’origine avec le Plan national de lutte contre le racisme, l'antisémitisme et les discriminations liées à l'origine (2023-2026).
Placée sous la tutelle du Premier ministre, la DILCRAH exerce un rôle de conseil et d’animation auprès des ministères et a vocation à être l’interlocutrice privilégiée des acteurs institutionnels et associatifs de défense des droits de l’Homme, et de lutte contre le racisme, l’antisémitisme et la haine anti-LGBT+.
