La DILCRAH est chargée de concevoir, de coordonner et d’animer la politique de l’État en matière de lutte contre le racisme, l’antisémitisme et la haine anti-LGBT. La délégation interministérielle à la lutte contre le racisme et l'antisémitisme a été créée en février 2012 mais son champ d'intervention s’est élargi à la lutte contre la haine et les discriminations anti-LGBT fin 2016, et ce à la suite de la recommandation d’institutions européennes.
