Not so long ago, in a charming little town not far from here, a strange and rare experience took place, an extraordinary event. Its name: Formula Bula, a UFO if ever there was one in the long list of festivals dedicated to comics and graphic arts.
This festival was an invitation from the City of Saint-Ouen and the Ferraille association, to discover artists who shake up the rules to project a little further forward or to the side, the visual arts, graphic expressions, sound experiments and comics, thus dynamiting a good number of prejudices with solid armor.

Il n'y a pas si longtemps, dans une charmante petite ville pas très loin d'ici, s'est déroulée une expérience étrange et rare, un événement hors norme. Son nom: Formula Bula, un ovni s’il en est dans la longue liste des festivals dédiés à la bande dessinée et aux arts graphiques.
Ce festival fut une invitation de la Ville de Saint-Ouen et de l'association Ferraille, à découvrir des artistes qui bousculent les règles pour projeter un peu plus en avant ou sur le côté, les arts plastiques, les expressions graphiques, les expérimentations sonores et la bande dessinée, dynamitant ainsi bon nombre de préjugés à la cuirasse solide.
L'association Ferraille qui pilote le festival est déclarée d'interêt général et possède l'agrément Jeunesse et Éducation Populaire.
Elle possède également l'agrément académique Éducation à Paris
