El Parc Agrobiotech Lleida és, una aposta estratègica i ambiciosa per a Lleida que fixa els seus valors en la innovació, l’especialització, el prestigi científic i acadèmic i, en una vocació de lideratge versemblant.
L’Ajuntament de Lleida amb l’objectiu de dinamitzar l’activitat econòmica de la zona, va decidir juntament amb la Universitat de Lleida, la creació del Parc Agrobiotech Lleida i el va situar en un indret emblemàtic de la ciutat, el Turó de Gardeny.
L’avantatge competitiu del Parc rau en l’oportunitat d’una ferma especialització en l’agroindústria, sustentada en el pes del sector agroalimentari en l’economia del territori lleidatà, amb la visió de ser –i ser reconegut- com el parc científic i tecnològic de referència d’aquest sector agroalimentari a Catalunya, Espanya i el Sud d’Europa.
La Universitat de Lleida (UdL) i l’Ajuntament de Lleida, són els socis fundadors i integrants a parts iguals del Consorci del Parc. L’any 2005, gràcies a les aportacions del programa de Fons Europeus de Desenvolupament Regional, el Parc esdevé una realitat. A més, la construcció d'aquest permet la recuperació per a la ciutat i la reintegració en la vida ciutadana d’un espai emblemàtic desplaçat del dia a dia lleidatà a causa, precisament, dels seus usos militars.
