The Union of Companies and Employees for Housing (UESL) is a limited company with variable capital with a Supervisory Board and Management Board whose main purpose is to represent the common interests of its associates and to implement national policies for the use of Housing Action funds.
Its partners are, on a mandatory basis, each collecting organization (CIL) and each Chamber of Commerce and Industry (CCI) approved for the purpose of collecting and using PEEC funds, at the request, any inter-professional and representative organization at the national level of employees or companies subject to payment of employers' participation in the construction effort.
Three government commissioners represent the state on the Supervisory Board.

Pour la mise en œuvre de ces missions, elle assure l’animation et la coordination du réseau des CIL et dispose de fonds d'intervention.
