The firm also advises public persons in the implementation of their complex contracts, such as PPPs, DSPs, partnership markets ... Our interventions covered in particular the fields of water and sanitation, management and recovery of waste, energy renovation, major sports and event equipment, tourist stations, but also the assembly of public or parapublic structures, Economic real estate. Finally, we actively intervene in regulatory and legislative monitoring, on behalf of associations of elected officials, such as the Association of Small Cities of France (APVF) and the ADCF

Stratorial est présent depuis 2003 aux côtés des collectivités locales pour les aider à appréhender les mutations financières auxquelles elles sont confrontées. Le cabinet leur propose un accompagnement complet dans la définition et la mise en œuvre concrète de leur stratégie financière.
Le cabinet conseille également les personnes publiques dans la mise en œuvre de leurs contrats complexes, tels que les PPP, DSP, marchés de partenariat... Nos interventions couvrent notamment les domaines de l’eau et l’assainissement, la gestion et valorisation des déchets, la rénovation énergétique, les grands équipements sportifs et évènementiels, les stations touristiques, mais aussi le montage de structures publiques ou parapubliques, ou encore l’aménagement et l’immobilier économique. Nous accompagnons nos clients tant dans le choix des modes de montage de leur projet et de gestion de leurs services, que dans la simulation, la passation ou le suivi de leurs contrats.
Le cabinet développe également une activité de conseil en matière :
-d’organisation des structures publiques, notamment sur leur fonction financière, à travers la réalisation d’audits et diagnostics, puis la mise en œuvre de processus de changement fondés sur des méthodes de co-construction,
-de recherche de marges de manœuvre financières et budgétaires, et la mise en œuvre de projet d’optimisation,
-d’accompagnement aux évolutions de normes comptables (M57...). Ceci en lien avec nos missions de certification des collectivités aux côtés d’ORCOM, acteur majeur français de l’expertise-comptable, de l’audit et du conseil.
Par ailleurs, le cabinet assure de manière récurrente des formations auprès des Elus locaux, des cadres et agents territoriaux, ou pour des organismes de formation notamment publics (CNFPT, INSET, INET).
