L’association Quai des Bulles a été créée en 1992 pour permettre au Festival de la Bande Dessinée de Saint-Malo, dont la première édition date de 1981, de se développer et ainsi permettre à un très large public de découvrir l’univers du 9ème Art sous toutes ses formes.
Le Festival Quai des Bulles, qui avait réuni en 1992 20.000 visiteurs, a su depuis fidéliser un large public et de nombreux professionnels. En 2017, le Festival a accueilli 41.000 visiteurs et près de 680 auteurs, ce qui représente environ un tiers de la profession. Cette manifestation est désormais considérée par tous (public, presse et professionnels) comme le second festival de la Bande Dessinée en France après celui d’Angoulême, tant en notoriété qu’en nombre de visiteurs.
Depuis 2008, en plus d’organiser le festival, l’association propose un programme d’actions pour valoriser le 9e art tout au long de l’année. Cela se traduit par la location d’expositions originales, la formation des professionnels du livre, l’organisation d’ateliers BD, ou encore la création d’évènement exceptionnel comme l’exposition estivale sur la carrière de Marcel Gotlib, qui a fédéré près de 20.000 visiteurs sur 4 mois en 2013...
