The National Council of Economy and Labor (CNEL) is provided for by Article 99 of the Constitution of the Italian Republic:

The Council is composed of sixty-four councilors:
• Ten experts, qualified representatives of economic, social and legal culture, of whom eight are appointed by the President of the Republic and two are proposed by the President of the Council of Ministers;
• Forty-eight representatives of the productive categories, of whom twenty-two represent employed workers, of whom three represent public and private managers and executives, nine represent self-employed workers and seventeen represent businesses:
• Six represent social promotion associations and voluntary organizations, of whom, respectively, three are designated by the National Observatory of Associationism and three are designated by the National Observatory for volunteering.
The members of the Council hold office for 5 years and can be reappointed.

Il Consiglio Nazionale dell'Economia e del Lavoro (CNEL) è previsto dall'articolo 99 della Costituzione della Repubblica Italiana:
“...è composto, nei modi stabiliti dalla legge, di esperti e di rappresentanti delle categorie produttive, in misura che tenga conto della loro importanza numerica e qualitativa.
È organo di consulenza delle Camere e del Governo per le materie e secondo le funzioni che gli sono attribuite dalla legge.
Ha l'iniziativa legislativa e può contribuire alla elaborazione della legislazione economica e sociale secondo i principi ed entro i limiti stabiliti dalla legge."
Il CNEL è stato istituito dalla legge n. 33 del 5 gennaio 1957. La composizione e le attribuzioni sono disciplinate dalla legge n. 936 del 30 dicembre 1986.
Il Consiglio è composto da sessantaquattro consiglieri:
• Dieci esperti, qualificati esponenti della cultura economica, sociale e giuridica, dei quali otto nominati dal Presidente della Repubblica e due proposti dal Presidente del Consiglio dei Ministri;
• Quarantotto rappresentanti delle categorie produttive, dei quali ventidue in rappresentanza del lavoro dipendente, di cui tre in rappresentanza dei dirigenti e quadri pubblici e privati, nove in rappresentanza del lavoro autonomo e diciassette in rappresentanza delle imprese:
• Sei in rappresentanza delle associazioni di promozione sociale e delle organizzazioni del volontariato, dei quali, rispettivamente, tre designati dall'Osservatorio nazionale dell'associazionismo e tre designati dall'Osservatorio nazionale per il volontariato.
I membri del Consiglio durano in carica 5 anni e possono essere riconfermati.
