Les priorités du ministère de l'éducation nationale, de l'enseignement supérieur et de la recherche sont :
- d'améliorer la réussite des étudiants et promouvoir l'égalité des chances ;
- de coordonner l'offre de formation de l'enseignement supérieur français ;
- de fixer les axes prioritaires de progrès des connaissances et des technologies ;
- ainsi que la stratégie de recherche publique et d'innovation.
Dans ce cadre, la loi dite "ESR" du 22 juillet 2013 prône aussi la transformation et l'ouverture à toutes les formes d’enseignement et de recherche, à l’environnement socio-économique, à l’international.
Parmi les dispositifs clés mis en place :
- La définition d'une stratégie nationale de l'enseignement supérieur (StraNES) pour les 10 prochaines années (2025) ;
- La définition d'une Stratégie Nationale de Recherche, révisée tous les 5 ans, en fonction des défis scientifiques, technologiques, environnementaux et sociétaux auxquels la France devra faire face dans l'avenir, et s'attachant à rendre aussi plus efficace le transfert des résultats vers le monde socio-économique ;
- Le Plan national de vie étudiante: 35 mesures qui visent à améliorer la qualité de vie des étudiants et leur réussite dans les études ;
- Le soutien du numérique comme levier de la réussite étudiante avec la création la plate-forme de Mooc FUN (France Université Numérique) ;
- Le soutien à l'entrepreneuriat étudiant comme levier de l'insertion professionnel avec le statut étudiant-entrepreneur, et la création de pôles étudiants pour l’innovation, le transfert et l’entrepreneuriat (PEPITE) ;
- Le soutien à la formation aux métiers du professorat et de l'éducation, avec la création des Ecoles supérieures du professorat et de l’éducation (ESPE) et des masters Métiers de l'enseignement, de l'éducation et de la formation (MEEF) ;
